WhatsApp Business marketing in Malaysia, explained
Last reviewed: 8 August 2026
In short
For most Malaysian small businesses the free WhatsApp Business app is enough: it gives you a catalogue, quick replies and labels, with broadcasts limited to people who have saved your number. The Business Platform adds automation and scale through a provider, at a per-conversation cost, and requires opt-in and approved templates.
Business app or Business Platform?
These are two different products and choosing the wrong one wastes either money or months. The app is a free phone application for one business. The Platform, often called the API, is an integration you access through an approved provider, built for volume and automation.
- Business app: free, runs on a phone, catalogue and quick replies, broadcast only to contacts who have saved your number.
- Business Platform: accessed via a provider, supports automation and multiple agents, charges per conversation, requires approved message templates.
- The broadcast limit on the app is the usual reason people outgrow it: a broadcast reaches only people who saved you, which is a small fraction of your list.
If you are sending a handful of updates a week to customers who already know you, stay on the app. Move when the saved-number limitation is genuinely costing you reach.
Do I need permission before messaging?
Yes, on two levels. WhatsApp's own business policy requires opt-in before you send a business-initiated message, and Malaysian data-protection law requires consent for using someone's number to market to them. The two overlap but are separate obligations.
Practical opt-in is not complicated: a checkbox at checkout, a line on your order form, or the customer messaging you first. What matters is that you can point at when and how it happened.
What are template messages, and when do I need one?
On the Platform, if you start a conversation outside the customer-service window that opens when a customer messages you, the message has to use a template approved in advance. Templates are for structured, expected messages: an order update, an appointment reminder, a delivery notice.
Promotional templates exist but are held to a higher bar and are easier to get rejected or reported. Reply-window messages are freeform, which is why fast replies matter commercially as well as for service.
What actually gets replies
- Message people who bought from you before, not a purchased list. Cold WhatsApp is the fastest route to being blocked.
- Write like a person. A message that reads like an SMS blast gets treated like one.
- Give one clear next step, usually a reply keyword or a link to a page that captures the order.
- Send within business hours. A promotion at 11pm reads as intrusive in a way an email does not.
- Make leaving easy. Tell people how to stop, and stop when they ask.
WhatsApp is the highest-trust channel most Malaysian small businesses have. That trust is the asset, and it is spent quickly by treating the channel like a megaphone.
What this means for your marketing
- Start on the free Business app; move to the Platform only when the saved-number limit really binds.
- Collect opt-in at the point of sale and record when it happened.
- Keep promotional broadcasts infrequent and clearly useful.
- Reply fast: the open reply window is where the freeform conversation is allowed.
Important
This guide is general information, not legal advice. Malaysian data-protection law and the advertising and messaging policies of Meta, TikTok, Google and WhatsApp are all revised from time to time. The official text of the PDPA and the guidance published by the Personal Data Protection Department, along with each platform's own current policies, always prevail over anything written here. Confirm the current position with the relevant authority, or with your adviser, before you rely on it.
